Q.2 Critically examine Center-Province relationship during the last three years. How can this relation be strengthened? 

The relationship between the center and provinces in Pakistan has been a topic of debate and discussion since the country’s inception in 1947. Pakistan is a federation composed of four provinces (Punjab, Sindh, Balochistan, and Khyber Pakhtunkhwa), two federally administered territories (Islamabad Capital Territory and Gilgit-Baltistan), and one autonomous region (Azad Jammu and Kashmir).

The distribution of powers and resources between the federal government and provincial governments has been a contentious issue in Pakistan. The constitution of Pakistan lays down the distribution of powers between the federal government and provincial governments, but the balance of power has often shifted in favor of the federal government.

The federal government has control over defense, foreign affairs, and monetary policy, while the provinces have control over healthcare, education, and local government. However, the federal government has been accused of interfering in provincial matters, particularly in Balochistan and Khyber Pakhtunkhwa.

One of the major issues in the center-province relationship is the distribution of resources. The provinces have often complained of not receiving their fair share of resources from the federal government. This has led to tensions between the federal government and provincial governments, particularly in Sindh and Balochistan.

Another issue is the issue of provincial autonomy. Provinces have often demanded greater autonomy, but the federal government has been reluctant to devolve more powers to the provinces. This has led to tensions between the two levels of government.

In conclusion, the center-province relationship in Pakistan is complex and fraught with tension. The distribution of powers and resources between the federal government and provincial governments is an ongoing issue, and the balance of power has often shifted in favor of the federal government. However, with greater devolution of power to the provinces, it is hoped that the relationship between the center and provinces will improve in the future.
